If you look you'll find it's considerably better than t2 even factoring the skills into account because you have lower fitting requirements for faction weapons. Chances are you'll have an extra low slot because you don't need that cpu or powergrid...

The assault ships skill itself has no requirement for a racial frigate skill to be trained but frigate 4 will in fact be a pre-requisite as you need it to train the cruiser and then the battleship skill.
